Sustainable public procurement and the Covenant of Mayors (CoM)

The current CoM guidebook provides detailed step-by-step recommendations for the entire process of elaborating a local energy and climate strategy, from initial political commitment to implementation.

It is divided into 3 parts:

  • Part I relates to the description of the overall SEAP process and covers the strategic issues;

  • Part II gives guidance on how to elaborate the Baseline Emission Inventory;

  • Part III is dedicated to the description of technical measures that can be implemented at local level by the local authority in the different sectors of activity like public procurement

Latest European findings on Green Public Procurement

EU Study on the current findings of level of GPP, including CO2 emissions

The study performed in 2008 by PricewaterhouseCoopers, Significant and Ecofys, gives an overview of the level of Green Public Procurement (GPP)  in seven Member States in the years 2006 and 2007. It also includes a methodology developed for measuring quantitative levels of GPP (number and value of green contracts) as well as the CO2 impact and financial impact of GPP. The methodology will be used for monitoring GPP performance in all Member States as from 2010.

According to the report, in 2006/2007, efforts undertaken by the Green-7  have lead to an average overall level of 45% 'green' of the total procurement value (indicator 1) and 55% 'green' of the total number of contracts (indicator 2). On indicator 1 the UK is the best performing country, scoring a percentage of 75% on GPP, while the Netherlands scores lowest with 27%. On indicator 2 Austria performs best with 62% and Germany comes last in line with 46%.

The study concluded that GPP contributes to an average reduction of CO2 emissions of 25% in 2006/2007 when purchasing green for the ten product groups subject to the analysis. This means that public purchasers have the
possibility to substantially reduce CO2 emissions through GPP. The average CO2 emissions impact in 2006/2007 varies from -9% in Germany to -47% in the Netherlands, depending on the country-specific levels of GPP per product group.

The study shows that for most product groups, GPP results in a reduction of CO2 emissions; construction, gardening, paper and textiles attaining the
highest reduction percentages.

However concerning the CO2 impact of GPP, the reader should note that the above mentioned figures should be regarded as best estimates, since we have not performed full Life Cycle Analyses (LCA) has been performed.

Der Hightech-Verband BITKOM, das Umweltbundesamt (UBA) und das Beschaffungsamt des Bundesministeriums des Inneren (BeschA) haben hierzu einen neuen Leitfaden "Empfehlungen für die umweltfreundliche Beschaffung von Notebooks" veröffentlicht.

Veraltete Stadtbeleuchtung verschwendet nicht nur Energie und Geld, sondern heizt auch das Klima auf und schadet der Natur. Das will der NABU ändern. Mit seinem neuen Projekt "Ökologische Stadtbeleuchtung" bietet der Naturschutzverband allen interessierten Kommunen und Stadtwerken an, Sanierungsprojekte mit persönlicher Beratung, in Form von Workshops vor Ort oder bei der Öffentlichkeitsarbeit zu unterstützen.

Nationwide municipal competition “Street Lighting” in Germany


The nationwide municipal competition “Street Lighting", initiated by the Federal Environment Ministry, KfW Bankengruppe and Federal Environment Agency, invites German cities and municipalities to submit concepts for the modernisation of street lighting. The local authorities with the best concepts will receive an award and will be eligible for subsidies by the Federal Environment Ministry.

The competition starts on 27 October 2008.

Kommunenwettbewerb Stadtbeleuchtung startet im Herbst


Der Bundeswettbewerb Stadtbeleuchtung, initiiert durch das Bundesumwelt- ministerium, die KfW-Bankengruppe und das Umweltbundesamt, richtet sich an Städte und Gemeinden und zeichnet die besten Konzepte zur Erneuerung der Stadtbeleuchtung aus. Die ausgezeichneten Kommunen können für die Umsetzung des vorgelegten Beleuchtungskonzeptes eine Investitionsförderung aus dem Umweltinnovationsprogramm des BMU erhalten.

Der Kommunenwettbewerb beginnt am 27. Oktober 2008.
